Ambassador Özoral was born in Erzincan in 1965. He graduated from Ankara University, Faculty of Political Sciences, Department of International Relations in 1989 and began working at the Turkish Ministry of Foreign Affairs in the same year.

His first assignments in the Ministry were at the Directorate General for Middle East in 1990-1991 and Directorate General for Consular Affairs in 1991-1992.

He worked as Attaché and Third Secretary at the Riyadh Embassy in 1992-1994, as Vice Consul at the Karlsruhe Consulate General in 1994-1997, as Second Secretary and First Secretary at the General Directorate of Protocol in 1997-1999, as First Secretary and Counsellor at the Berlin Embassy in 1999-2003, as Head of Section at the General Directorate of Protocol in 2003-2005, and as Counsellor and First Counsellor at the Baku Embassy in 2005-2009.

He continued to work as Head of Department at the Directorate General for Bilateral Economic Affairs in 2009-2011 and at the Directorate General for Multilateral Economic Affairs in 2011. Later, he was assigned to Chief Foreign Affairs Advisory to the Prime Minister as Advisor between 2011-2014, and to the Chief Foreign Affairs Advisory to the President as Advisor between 2014-2016.

Between October 2016 and April 2021, he was the Ambassador of the Republic of Türkiye to the Republic of Azerbaijan.

Between 2021 and 2024, he served as Member of the Foreign Policy Advisory Board at the Ministry of Foreign Affairs and as Director of Protocol of the President of the Republic of Türkiye.

He is the Ambassador of the Republic of Türkiye to the Slovak Republic since March 2024.

Ambassador Özoral is married, speaks English and German.
